libgretl for ms sdk

We have hosted the application libgretl for ms sdk in order to run this application in our online workstations with Wine or directly.

Quick description about libgretl for ms sdk:

This project is closely related to gretl (https: //gretl.sourceforge.net) and aims to provide a C/C++ stack for linking code against libgretl on MS Windows natively (i.e., using the MS SDK).

Currently, only LLVM compilers are supported, though support for MS cl.exe is in progress.
