mingw builds

We have hosted the application mingw builds in order to run this application in our online workstations with Wine or directly.

Quick description about mingw builds:

Projects joined MinGW-W64, and the new builds will be available on the MinGW-W64(https: //sourceforge.net/projects/mingw-w64) site.
