dicom viewer editor

We have hosted the application dicom viewer editor in order to run this application in our online workstations with Wine or directly.

Quick description about dicom viewer editor:

* General description
- View and modify DICOM tags of a single file
- View and modify DICOM tags from multiple files
- Dump DICOM tags into a text file
- Preview images (DICOM pixel data)

* For developers:
- Project is based on Qt 5.8.0(MSVC2015 32bit)
- Project is created with Qt Creator 4.2.1
- DCMTK libraries are required for building. Please refer to http: //dicom.offis.de/dcmtk.php.en for details.

* Update history
- All update history list have been moved to the Wiki page
