collectl utils

We have hosted the application collectl utils in order to run this application in our online workstations with Wine or directly.

Quick description about collectl utils:

Having moved colmux to collect as of v4.8.3, the only utility here is colplot, which may ultimately simply become a tarball of the same name once the dust over this last reorganization settles.

Audience: Advanced End Users, System Administrators, Developers, Quality Engineers.
